What if the pile head is under ground level? What will be the value of e?

Dear friend, thank you for your query. Usually the pile's head is above the ground surface and eccentricity,e is the vertical distance between ground surface and the Lateral Load acting over the pile. If you terminate the pile inside the ground the pile head is not free and it will not behave like a free headed Pile and there is no question of eccentricity at all.

Dear Bhautik, Qs is divided into 2 parts as Qs1 and Qs2. In both Qs1 and Qs2, fsmax will be k*y'*Zc*tandelta and in As1, it will be perimeter of pile*Zc; whereas in As2, it will be Permeter*( L- Zc ). Zc = 5 m and L-Zc = 15 m are correctly Explained. So the Answer and explanation are correct. You r getting confused between fsmax and shaft area (As).

Sir , if water table is on ground level than , what will be the effect of that water table ??

Due to water table touching the ground surface, the modulus of subgrade reaction,ηh will be approximately reduced to 8,000 kN/m3[ kindly refer IS:2911 part1 section 1 ]. Therefore, T will increase and for the permissible deflection,Lateral Load Carrying Capacity of the pile will decrease.
