Nobody was talking about Ukraine. It was Rus'. But Russia didn't exist either at that time. Both Russia and Ukr have their roots in Rus' but neither of them can monopolize it.

In the 16th century there was no Russian Empire, here is a timelapse : starting from 1478 it was The centralized Russian State under the rule of Ivan III. In 1547 it became The Russian Tsardom under the rule of Ivan IV "The Terrible". And only in 1721 it became the Russian Empire under Peter I (in english they call him Peter the Great) the first ever russian ruler, who would be called an emperor.
