The Ranger Sequoias have a chance of being in the inventory of any NCR Veteran Ranger from Level 16+; I usually see them in and around Camp Golf, Ranger Station Delta and Forlorn Hope. If they have one, it will equipped. If you still don't see any, it may be one of your mods.

Operation Sunburst by Sodaz is the best. I'd also recommend the Lanius fan film and Nuka Break series. All of these easily surpassed the Fallout Show.
