There is one great failure of the federal government (and all levels of government) regarding the nation's land and natural resources. This is the failure to capture economic rent to pay for public goods and services. To the extent that publicly-held land is leased to private individuals and entities, that access should always be done by competitive bidding, with the leasing fees (i.e., ground rents) adjusted periodically based on changing market ground rents. By extension, the taxation of privately-held land should be equal to the potential annual rental value of whatever land is held. And, as at least some economists have argued, improvements such as buildings should be exempt from the property tax. Recommended reading: search for the writings of economists Harry Gunnison Brown, Fred Foldvary and Mason Gaffney. There are many others who have written extensively on the subject.

Economic (and social) cooperation would blossom IF ONLY governments could be lobbied by the general population to change the way revenue is raised. As Henry George persuasively argued back in the late 1800s, the failure of societies to capture economic rents not only leads to economic instability and widespread, generational poverty but also to the treatment of nature as disposable. What is needed is a massive re-education in cooperative civic values based on the principle that the earth and all nature resources is our common wealth, to be shared equally. And, George argued that the public capture of rents via taxation is the only practical means ever put forward to achieve this outcome .

The implications of this are MASSIVE. If we revoke banks' ability to create new money via loans, it has the potential to eliminate as he said something like 97% of the current money supply when current debts are paid off, freeing up the government to now spend 30x more than they currently do on whatever we want. This could mean a universal basic income, or ecosystem service jobs guaruntee, huge investment in public transit infrastructure, free healthcare for all, etc.
