I am working on the same type of stool for my mom. It was pretty rough, and I wanted paint/stain to adhere better so I gave it a light sanding first.

Thank you! We don’t live in high wind area, so we didn’t anchor it I’d suggest, pour concrete and get it secured, When there’s high wind, this should be the least of your concerns!
