A particular point of confusion is the challenge presented by the Ministry of Health, where the intended outcomes were not clearly defined. If the goal is to promote wellness, it seems redundant to develop an ecosystem that duplicates the functionalities available through existing app platforms. A more fitting approach might have been to establish a local healthcare monitoring, support, and delivery system that integrates individual patient records with their e-identities and the public healthcare system. This system would ideally leverage health clinics to provide proactive, year-round care. Imagine an ecosystem that seamlessly integrates wearable devices and smartphones to automatically record daily activities while also allowing manual entries for glucose tests, blood pressure readings, and mental and emotional experiences. These would feed directly into a digital health file accessible in real-time by a designated primary healthcare professional. Furthermore, the utilisation of e-identity as a unique identifier across all citizen accounts enhances verification processes, reduces time wastage and improves overall efficiency. This integration also facilitates the collection of analytics on service usage and penetration across the population, offering valuable insights for policy-making and resource allocation. This model would not only motivate citizens to monitor their health and utilize clinic services, but also enable healthcare providers to access comprehensive patient data during regular visits for check-ups, further testing, and prescriptions. Furthermore, this integration would contribute to a big data framework, enabling the government to make informed policy decisions based on collected analytics and data. Conversely, the challenges focusing merely on tracking are arguably superficial and offer little enhancement to existing workflows from both governmental and citizen perspectives. Such systems, which essentially function as notification or alert mechanisms, fail to embody the transformative potential of digital technology in governance. True digital transformation should encompass the revision of workflows and processes, the adoption of new technologies, cultural shifts, enhanced transparency, reduced corruption, improved service access, and the decentralisation of government services. For instance, a transformative change in passport services would be to enable 100% online applications and renewals, with passports delivered directly to applicants via local courier services like TTPost. The integration of e-identity in this process would streamline verification, reduce administrative overhead, and enhance security while also providing a foundation for collecting extensive data on service usage and efficiency. Moreover, the Ministry's initiatives, such as rolling out ICT access centres, offering computer literacy training, and providing free public Wi-Fi at strategic locations, should be part of a comprehensive strategy aimed at facilitating complete online government-to-citizen transactions. These efforts should be strategically integrated to achieve specific, impactful outcomes, thus exemplifying an overarching strategy that effectively harnesses digital technology for the public good.
