But if you on a sd card and this still not works than there is something on the sd card like a switch it's on the left side of the disk and move the switch forward and that should unlock it And that is what I did and it worked for me ,I can now format my sd card

I followed along by after it still says its needs to be activated.

Even when you do that it on it by it self later

Go to your anti virus, go to history and find where it was quarantined, next set it to RESTORE and ALLOW the file on the PC. Then it should work, it did for me :)
