Nope,Sammy is using the fact that if he gets to jail the house will go upside down and he still loves him. This caused him not to say anything about his crimes in court after Martha's death(police doesn't have proof of any crime for Oliver except Martha's). And he never said he abused him too. That why the punishment for him was easy.
