It's actually a statue of Lucifer the light bringer, the enlightened one. The spikes around the head represent light or enlightenment. And it's likely built on an ancient old world star fort. I can't find any photos showing the construction of the base or pedestal, you would think there'd be tons of photos showing the creation of such an important monument, but there isn't.
