In the gta verse, the continent of Mu had European colonies for the German Empire, Habsburg empire (Austria Hungarian empire) and Ottoman Empire. And the confederate states of Aquila wanted those lands and were willing to give the lands to uk and France. And the USA doesn’t want European colonial presence policing their continent. And because the confederate states was willing to align with the entente instead of leaning neutrality, the USA leans towards the central powers. However, unlike the central powers that lost, rhetoric USA actually gain from the central powers. By maintaining sovereignty of central powers colonies and making them sovereign states. And allowing the exiled leaders restart in the Americas. And also punishing the confederates after winning the Spanish confederate war. Which destroyed the Spanish empire. And had them holding the Philippines until they needed some sovereignty test to assure might and trust of the USA.
