It seems to me that the "thumb under" and "thumb over" (over as in _not under_; the technique shown in this video): - Thumb under: appropriate for slow super even legato playing. - Thumb over: it seems once you go past a certain speed the "thumb under" technique just contains too much movement with too much tension for such a speed, and the legato just doesn't matter anymore because by the time the note stops producing sound the next one is being played. This seems to be the way, and it seems that practicing both a little every day would be the best course of action. Of course either 1: once you've practiced thumb under enough or 2: you find your repertoire to be mostly consisting of fast lines, then it's worth focusing more on the latter. I'd say the biggest advantage of practicing scales (up to a point) is actually internalizing the way they work and sound and being able to freely move up and down; to think not from a piano-playing point of view but from a harmonic point of view. Vital to improv freely.
