The 40% would 'generally' apply to those who are not in the categories of judges, kings/rulers, servants, or the priesthood. You will need to read through the Law and follow those that apply to your particular situation. For example, if you are an unmarried man then the laws governing marriage would not be relevant to you. A heart that professes to love Elohim Most High but desires to keep the glorious news of the Gospel veiled to all but a chosen few raises red flags.
