Does the delivery person (UPS, USPS, FEDEX, AMAZON) use the same PIN used to access the building to then access the package room or does it have to be a different code?

Thanks for your comment. They can use the same PIN or a different PIN - it's really up to you! However, most properties set it up to use the same PIN.
