It's something called a hitbox warp. Basically, you clip out of bounds, and it just starts picking up every item in the map at once. I don't really fully understand how it works, but it's something that's used in a few levels. If you're interested in learning more, I'd recommend asking someone in the community discord about it.

Use of 2 controllers by a single player has been allowed by the community for a number of years. It is not cheating. I personally don't like it, but given that it's in the rules, and it saves significant time, in order to get the world record it had to be used.
