Motorbike Rentals and Jet Skis do not ever give passport or large deposit.

They only do that if you pick up a taxi anywhere along Sukhumvit Rd, outside your hotel or any tourist areas. Never get into a standing cab in those areas. Flag one down, it may take a few tries. About three is typical, you're looking for an out of downtown driver, they're all honest. Better still use Thai versions apps of Uber like Bolt, they work very well and have competitive set prices. Duh. FYI I have lived in Thailand for 25 years and not merely visited and slandered every Thai taxi driver as a scammer for content because I was too lazy to do any actual research. NEVER hand over your passport for any reason,all reputable scooter hire places will take a photocopy,also make sure that you video the condition of the bike thoroughly before accepting it and make sure that there’s a staff member with you and visible in the video when you do it…… saves any arguments when handing it back.

NOBODY can retain your passport for any reason. In case like this you must denounce being robbed of your passport. The police may be reluctant to act, because it is standard use, but if you are adamant they should return your passport and let you without charges, or otherwise they risk to be detained themselves.
