I don’t think just Riggs wants Bazz to turn himself in. I think there are actually at this point a few characters who want that for Bazz. Riggs, Stone, Dingleberry, Carter, heck even Danny; and not just because they’re law or aligned good/neutral, but because they actually all like/love him and want to have his humor and his surprise at each day in their lives. He’s incredibly irresistible in a world (the Crossing) that is missing that spark. His (Bazz’) spark is something each of them want to be around.
