Found this just now, great help. Was seeing so many different "fixes" this seemed to be the one that helped, additioanlly i didn't need top set the affinity to 1 core. Your mileage may vary

Is anyone else just getting a black screen on startup? The music still plays and I can hear my cursor hovering over the options but it's black screen. I did it with/without mods and with the patch but nothing is working. I have it on steam if that helps..

Did you try Verify Integrity of Game Cache in the properties on steam to make sure none of the files are corrupted if you do this you will need to reinstall that patch but it may help support.inxile-entertainment.com/hc/en-us/articles/115004662908-Verifying-game-cache-files-Steam#:~:text=Select%20the%20%22Local%20Files%22%20tab,be%20re%2Ddownloaded%20by%20Steam.

For the people that would still experience some stuttering/camera stuttering: setting the afinity to 3 cores worked fine for me.
