I would've answered without hesitation that Robert F. Chew (Prop Joe) was the best actor on The Wire. His delivery was just impeccable. I've never heard a character sound so authentically "ghetto" while conveying superior intelligence in a realistic way. I just wich he could've lived a little longer. Possibly the most underrated actor of his generation.
