Here is the rule of thumb: if a government job involves public dealing or involves assigning contractors, then only there is a scope of under the desk income. The reason why people think government job is all about making money under the table and taking lunch breaks is that a common citizen interact with government institutions only through revenue departments, government hospital, banks and RTOs and they all involves public dealing.
