As my opinion, this will be a good additional portable- barrier to Manila Bay to lessen the impact of huge waves aside from geotextiles and the rest. Though, it may generate further cost.

cement you can use aircrete ( cement - airfoam agent - cement hardener chemical - waterproofing additive ) for foam can use poly urethane closed cell foam agent use in home insulation normal steel rebar as structural with hollow pipe inserted can put polythene thin hdpe sheet wrap around for added waterproofing before steel rebars.
