When I try to rotate down that’s where I feel my shoulder gets stuck and I have to come out of that position 😢

If you are hitting a restriction like that do not do this exercise. Look to do rotational exercises where your shoulders are not elevated (i.e. W exercise). Build from there. Do not push into any pain or restriction with shoulder exercises.

How do you know if it's too mobile? What are the symptoms ?

Didn't work. Occasionally, I can sit in a chair, push my knees together and twist to my left and it'll pop, but that only happens about 1 day out of 15.
