I can't rewatch the scene since I don't have Lakshmi. But I saw another playthrough, and the axe's curse is to take double damage, offset by having an HP absorption effect.

Since the choices were based on colors, they probably didn't want two red Servants. Plus Gil is an inherently funnier character to have in this scenario.

It actually has a pretty strict usage requirement that limits its usefulness. Like other NPs, it can only be activated after 5 turns. But it also requires the enemy to be at 30% HP or less. So basically it just shortens the fight a little.
