Xehanort really thought his heart was strong enough to hold in darkness, therefore he believed he could house the 13 ancient darkness in 13 different vessels containing his heart, this would destory darkness as it would have a physical form. Then the catalyst of the battle is Kingdom hearts being summoned and the one who holds the X-Blade produced from the clash between the 7 lights and 13 darkness can purge the worlds and restart them without darkness.

Yep. He played everyone like a fiddle. He knew what he was doing behind the scenes. Nobody knew that it was him doing everything behind the scenes in all the other Kingdom Hearts until Yen Sid told Mickey about him appearing again at the end of Recoded when Ansem and Xemnas were defeated.

Well yeah and he even blamed himself for not doing much to help them as much. Which is true he saw Aqua in the Relm of Darkness but he never got the chance to go back and help her.
