I dont think You're supposed to ground the wire to the Disc. It gets grounded at the bottom of the tube...on my 69 there is a tab

I think you may have a faulty horn button.

The Grammet on the throttle shaft leaks all the time too. Along with throttle gasket between the body and the plenum
