Ghanaians rely heavily on the government to provide for them hence the constant complaining, which is most likely why the Minister stated that it is a privilege rather than a right. Nigerians have long moved beyond complaining about government inadequacies and have become the government for themselves. Nobody complains about electricity anymore in Nigeria or to hear that this and that couldn't be done in Nigeria because of lights off. That sounds very strange in my hears.
