Wouldn't it be optimal to do corners, the 2 and 4 edges then fix the reduced 3 puzzle? Or is row 1-3 faster? I don't do 8p/15p but curious.

No because inserting an edge with the corners already solved is impossible. In a row/column, at least two pieces need to be solved at the same time, at least once per row/column. If two pieces are solved, you cannot insert a third piece, so you have to solve a corner, and then pair up the remaining two pieces and insert at the same time.
