Driving slightly below the speed limit is not typically considered a violation. I was driving first time on this highway. So I was driving cautiously and somewhere I found the roads were rough and a bouncy. and I think driving at 90 to 100 KM/Hour on 3 lane highways is a safe driving especially if you are with your family. Yes I think it is needed. Expressways have controlled access where a vehicle can enter it only through a limited place and no other road merges with/crosses the expressway anywhere, thereby avoiding possible accidents. Mumbai to Mahableshwar via Mumbai Pune Expressway and NH 48 is better with less Ghat section and also not many sharp turns and easy to reach. But the downside is you have to pay more Toll tax and a few extra Kms to reach.
