So from what I understand, Echo industries had created an AI nanobot that had to potential to extend people's lifespans and keep people younger longer. However, the nanobot drug was unstable, and not only did it have the potential to kill people with was ingested by, but it also had the effect of keeping dead and dying tissue active (it made people rot, but kept their bodies fuctioning and alive). Sherwood was a face company for Echo: they came into the low income city saying they were a charity doing work to revitalize the area. However, what they were really doing was 1. setting up a base camp to secretly experiment on the local populace with the AI drug, and 2. gentrify the city instead of revitalizing it. Something eventually went horribly wrong: eaither it was deliberatly introduced, or the AI drug accidentally was introduced into the city's water supply, and it infected everyone in mass. Echo cuts off the water supply, and then quarantines everyone in the city with limited supplies. The towns folk fight for limited supplies, and eventually, there is a standoff a the main gate that eventually leads to Echo attacking in shooting civilians. As things got worse, the uninfected were released, while the rest of the population was left to mutate and die, with Echo collecting and destroying bodies of the dead. Eventually, things got so bad, and the undead outbreak became so uncontrollable (the dead agents), that the entire city was walled off, and it was covered up as a bio-terrorist attack via the government. There was no bio-terrorist attack; it was Umbrella Corp meets Racoon City. What's revealed at the end of the game is that Echo was studying some kind of massive organism underneath the city. It resembled a tree, but was actually a brain: a massive, underground neural network. Its possible that their AI nanobot technology was actually this: an organism that was both organic and inorganic; able to fuse with both living organisms and technology. Its possibilities for creation would have been endless. So Echo set up shop in the city, and used Sherwood as a cover-up to study the super organism and conduct experiments on the populace. However, things went horribly wrong, and in studying with it, they accidentally released a plague that fused and infected the denzens of the city: the organism was caged underground via the earth and stone, and they dug open a hole for it to excape through, and it infected the populace through the water supply to spread. Coming into close proximity of the super organism mutated everything both physically and psychologically, evolving them into mindless drones. It got so bad and so out of control that it lead to a cover-up within a cover-up. SO there is a hyper intelligent bio-mechanical super organism hidden beneath the city that's turning living things into a bio-mechaincal zombie hive-mind.
