Kebutuhan dasar manusia yang tadinya dapat terpenuhi dengan mudah ketika alam dan lingkungan mendukung kini sudah berubah. Bencana alam menyebabkan kebutuhan dasar manusia menjadi sulit untuk dipenuhi. Oleh karena itu, untuk memenuhi kebutuhan tersebut diperlukanlah intervensi pihak lain. Selain kebutuhan makan, minum, dan tempat tinggal, kebutuhan mendesak lainnya adalah kebutuhan pelayanan kesehatan, pendidikan, air bersih dan sanitasi. Hidup di pengungsian rentan terserang gangguan penyakit. Hal ini disebabkan oleh kondisi lingkungan yang tidak nyaman, kurang bersih, dan serba terbatas. Selain itu, juga karena kurang tersedianya air bersih dan sarana MCK. Pemenuhan kebutuhan psikis tidak kalah penting untuk mengatasi gangguan psikologis para pengungsi. Beberapa gangguan psikologis yang dialami pengungsi antara lain perasaan sedih akibat kehilangan keluarga yang mereka sayangi, kehilangan harta benda, rumah, mata pencaharian, dan merasa asing di tempat pengungsian. Kondisi pengungsian atau tempat berlindung yang tidak memadai, berdesak-desakan, dan tidak adanya pemisahan antara laki-laki dan perempuan, anak-anak, dan lansia juga dapat membuat mereka stres.
