I think its about the Cold War, the "sun" in the song is the nuclear bomb. Its released in that time period. "Forefinger on the button" Is probably revering to the red nuclear button of the USA and the USSR. The one they always have in movies.

It's basically a call against nulcear war in the cold war era.
