In their view, the will of the people is expressed in THE PARTY. And the party creates the government. Therefore, the government is the pinnacle of democracy. That's why you can find plethora of socialist countries who claim themselves as DEMOCRACY. They view that democracy is what they have been practicing, and not as a normal person view what democracy is. And back to the question, the majority of developing countries are based on ... socialism. And everything touched by socialism will become s**t.
