My first chest in military base contained SVD, I was so excited especially with its consistent one-taps. The second one contained Gorka helmet, also nice. Meanwhile I have no idea, where to find a BK-133, I've looted the hell out of Krasnograd centre and not a single chest had one, at least in Krasno suburbs I could find sawn off BK-43s...

does the watchtower lv have any effect on the loot?

In a way yes. Unlocking higher level watchtower opens other locations which has better loot

I believe it’s random chance you’ll get either a key card chest or a key chest. Just keep trying each location
