I'm Dutch .my relatives have been in that situation in the 1950's. It cost lives and a lit of money but wet build better after leaving the hard way.

Luckily we have a flood wall that protects most of our city from major river flooding. However there are many areas nearby that are not protected and will have flooding issues for a while still.
