the reasons that it cant fly is because the plane is not moving so no air is flowing at the plane and the air is flowing in and out of the wings and it is too heavy. the planes wings also need to be the right shape for air to flow in the correct way to provide the plane lift and make it airborne.

If you want to do a takeoff test, you cannot do it with a threadmill. Aircraft generate lift by having air flow past the wings, this generates the upward force called lift that let planes fly. But the aircraft here is actualy standing still, there is almost no air flowing past the wings, so, there is no lift and this will never work. And btw if you want wings to work like wings you need a little more than a skeleton of a wing.

The reason planes fly is because of lift. Lift is when the pressure above the wings is lower than all the air around it, so for the air to equalize it pushes the plane up. In this case no air is moving, thus no lift, thus no flight.
