There are people who worship horrible humans beings and lots of people who would love to see the world burn. It's indeed highly doubtful that ong trillions of people no one would try to do ai again. There's no writing or justification around that, it's just a plothole, but it's no problem, fictional worlds don't have to be perfect.

Because AI is antithetical to meaning. Nothing will mean anything anymore in 10 years. Works of art, video footage of feats of human skill, records of crimes, songs, communication, security, etc.. Everything will be able to be faked, undone, created, destroyed, undermined and manipulated. AI, in a few short years, maybe more, will undo much of what we base the human experience on. Let’s not forget that dune take a loot of place in arrakis and there’s other planet with different metropoles and structures, the main reason they don’t have technology on arrakis is because of the weather they also can’t use laser weapons because of shields, if a laser shot a shield it will create a nuclear explosion, and that’s because of all of those things that you don’t see that much technology on dune/arrakis

No real potential for harm, and they’d be heavily punished if they were found out. You need a system of thinking machines to cause the harm seen in humanity being controlled by a robot God. And you also need a system of people to help you build one as well (if you wanted to build your own computer completely by yourself it would be incredibly difficult).
