The pipe in real life is bigger than my cope template by about half inch. What setting would I need to change in solidworks to get the same size template that would work on a real pipe of the same size

very poorly done. doing a roughing with step down of .1 is just ridiculous. Do a real roughing, then a re-rough. And why are you using an endmill to do a circular surface. a bull end of ball end would be a MUCH better choice. You may know the basics of Solidcam, but you do not know machining.
