There’s actually a way to just jump over the fence, but it’s kinda tricky. I just accidentally did it a minute ago and came to KZbin right away to see if I seen a video about it, but I haven’t so far. All you do is go to where the spikey fence is, get on the concrete stoop next to it, then jump off facing left, then flick your joystick to the right and it’ll fling you right over and you’ll grab onto the wall inside the fence. It might take a few tries tho, I was just kinda messing around with it and I got over.

I spend 3 hours and raging at Nintendo for making this puzzle.

What makes this "puzzle" so annoying is its lack of reasoning. Most puzzles have some kind of flow that you can find and solve based on some form of information given. This is basically just guess until you get it.
