This sounds exactly as a genocide theme, just need to be slowed a bit more. (Genocide themes are different than Snowgrave themes, Snowgrave themes are actually different, while genocide are straight slowed down.)

This could be like the first level of slowing down, and then a second one that's half or a quarter speed. Genocide does that in Undertale.

When I listen to this music I imagine Jevil & Gaster dancing as Jevil bounces in battle, while Gaster has the mouth open & Jevil says "ḥo!? ḥo!? ḥo!? ḥo!?" at rythm of music & also they make pirouettes like the puppets of Gabbos's show opening XD
