The trick to this game is not to avoid the side quests and combat. Your dodge mechanic or block mechanic, whichever you have equipped, can be your saving grace, as executions if you dodge or block right at the right moment will set them up for a kill that will both not degrade your weapon, but also regain you health. As you level up, you'll get better weapons and better mod+cards. Or, you can do like The RadBrad did, avoid combat and side quests as much as possible, and the game will get harder as you go along when you rely more and more on range with your guns and environmental stuff.
