Don’t quote me on this, but I am 80% sure that there is fanon, not canon, lore on Purin. In the background during the song, you can see a dead Nurse Joy hanging. The fanon lore is that this Nurse Joy took care of all the Pokemon in her hospital (forgot Pokemon name for it). One day, don’t know if it was loneliness or bullying, the Pokemon found her dead. These Pokemon slowly deteriorated into the Pokemon you see in the background. Now, whenever a person comes into the hospital, the Jigglypuff will put them to sleep and steal their soul, trying to bring their only friend back to life.
