what level were you? also i play the game and you could either talk to willy on disc or just make a new account if your level was below 12. i say 12 because thats not hard to get to. Also if you get to level ten im a co leader in a level 9 alliance and there would be plenty of opportunities to rise up the ranks.

Dispatch Missions pay 25k each, but must be started from a police car you own. The hell fire based cop car is the fastest, but as others have pointed out after starting you can use the MKII or the sparrow as well. For the bounty like the one you showed you don't need to investigate, just fly around a little and you should get a lock on near the targets location.

I still haven't plunked down the $4M for the bounty business. For the dispatch you can use your oppressor after launching the mission from your cop car, and it makes the mission super easy. -- I still remember the horse track glitch where you could win most of your bets 😢

When you call out your personal vehicle make sure it gets delivered before you enter your building or that will happen Also the dispatch mission is active and pays 25K, once you have setup the mission you can return your cop car to storage and call out your MKII

There's a lifeguard building up near the pier that has a better chance of spawning them. There's usually two that spawn there. One will have the push bar on the front and the other doesn't have it.
