It is usually made by and between sovereign states, but can include international organizations, individuals, business entities, and other legal persons. A treaty may also be known as an international agreement, protocol, covenant, convention, pact, or exchange of letters, among other terms. However, only documents that are legally binding on the parties are considered treaties under international law. Treaties vary on the basis of obligations (the extent to which states are bound to the rules), precision (the extent to which the rules are unambiguous), and delegation (the extent to which third parties have authority to interpret, apply and make rules).

Yes23 Voice to Parliament, is what happens when the demand for racism, outpaces the supply of racism. While the Yes vote is collapsing, the question should be asked: How the hell did something so absurd ever gain this level of traction in the first place? Time for a national reconsideration on the broad rights and obligations of all Australians in Australia, and a re-evaluation of the current preferential treatment, and actions towards Aboriginal and or Torres Strait Islander’s. Australia must embrace once again national equality, egalitarianism, fairness, justness, and equitability. The moment Australia stepped over the line from equality to a favoured group, we took a massive misstep. We must walk back this shallowness and clear stupidity. Honestly embracing a group's cultural ancestry to such an aggressive degree, and using this cultural ancestry as an excuse, is clearly pretty racist. Equally blaming some other culture, and those belonging to this differing cultural ancestry is clearly and unquestionably racist. Equality, egalitarianism, fairness, justness, and equitability are non-discriminatory, evenhanded, and unprejudiced. The opinion that the colour of your skin, or the antecedents of an individual are the defining factors is narrow-minded, backwards, bigoted, racist, discriminatory, prejudiced, unfair, and insulting. Yet it's been the dominant thinking in the Australian government, Universities, the Australian media, (particularly the ABC) and general public discourse for decades. This retrogressive, confused, righteous stupidity has to be walked back. Australia will be burning witches again if this level of ‘objectiveness’ and ‘honesty’ continues. 3,278 Aboriginal corporations • 243 Native title bodies • 48 Land councils • 35 Regional councils • 122+ Aboriginal agencies • 3 Advisory bodies • 145 Health Organisations • 11 Indigenous Federal MPs • 12 Culturally important Indigenous days • Taxpayers give $30B annually for 984,000 people (2.8% of the population) • Expenditure per person in 2012-13 was $43,449 on Indigenous Australian compare to $20,900 on other Australians a ratio of 2.08 to 1 and increase from 1.95 in 2009. $100 million a day on direct support for Indigenous Australians every year or $39.5 billion of direct government expenditure every single year. The figures are based on the 2017 Indigenous Expenditure Report produced by the Productivity Commission. Victimhood culture has been the foundation of militant activists purportedly representing Aboriginal and Torres Strait Islanders people. And goes a long way to explaining why there has been so little progress made in closing the gap. Actually helping the ‘Victims’ is not in the militant activists' interests. Putting into place a reasonable, practical plane for the victims, is not in their best interests. If activists lose their ‘Victims’ they lose their government positions, business, staff, offices, all the benefits, and political power. The core of grievance politics, has captured and held much of Australian politics to ransom for decades, particularly the lefts attention, and interest, and in case anyone doubted that you can literally pour money on a problem, and if you are throwing that money away, squandering those resources, and spending on politically motivated cultural awareness activities, or to clarify wrongly, like pretending the entire issue is simply a consequence of racism, or (unnecessarily pretending the entire issue can only ever be resolved by appointing exclusively Aboriginal and Torres Strait Islanders people, because only Aboriginal and Torres Strait Islanders people can help Aboriginal and Torres Strait Islanders people?) We need only look at the ungodly spending Australia has already invested in helping the Aboriginal and Torres Strait Islanders people and its inadequate, ineffective, and unacceptable progress. When questioned about this very inadequate, ineffective, and unacceptable progress. Here’s a surprise, the activists say or: (unnecessarily pretend the entire issue can only be resolved by appointing exclusively Aboriginal and Torres Strait Islanders people, because only Aboriginal and Torres Strait Islanders people can help Aboriginal and Torres Strait Islanders people?) So on top of the thousands of Aboriginal and Torres Strait Islanders commissions, headed by Aboriginal and Torres Strait Islanders people, we need more Aboriginal and Torres Strait Islanders peoples to continue the lie, and maintain the gravy train? Bring Australia together. Australia is for all Australians equally, with objectivity, fairness, impartiality, and even-handedness.❤🇦🇺🦘

You lost me at "China's imperial power" which anyone with any sense of history would call American imperialist lies. The USA has long been forthcoming, even before it's civil war, about it's desire for gobal hegemony. Obviously you haven't bothered to read the Rand reports, the Wolfowitz doctrine, the TransAtlanic Council, the Trilateral Commission or Brezenski's US foreign policy statements. the truth is that China has been hemmed in, look at where US bases are in that area and all over the world in fact, and now China is over it. Just like the Vietnamese, the Afghanis, the Libyans, the Syrians, the Russians and half of central and south America. It's time to wake up and stop mindlessly repeating the propaganda for US dominance of the world even though we're destined, with the likes of you, to remain a steadfast vassal of the US until it's bitter end down the s bend of history. As for the topic I would agree with much of your assertions other than the nonsense of "a radical Left" when applied to militant aboriginals". My suggestion is to do a bit more reading, start with Marx and Engels.

POSITIVE RADICALISM is about the conviction that saying NO is offensive: these comments are based on experiences, at different levels, in the USA, Australia and France. Administrations and many people have adopted a type of soft behaviour that denies the Jungian approach in dealing with shadows, with the dark side, as being paramount. There is a gap created between the soft Voice of the Left and the harsh ways in dealing with realities, threatening people who do not agree with their Politics. This is causing a blurred dysfunctional vision of life, mostly when associated with manipulated History, and manufactured genders Philosophies, and more. The inner child syndrome, anger and violence, is affecting individuals, and appears to spread to Nations in ways adapted to weaknesses: in Australia First Nation People are being 'played with, in France Revolution trends and in America guilt. Opportunism appears not to be orientated towards better being, but about taking advantage of generated crisis; so a common factor is present in intentions, a same global context with différent contents. It can be confusing though to mention conspiracy theory when the issue really is about facing what are seen as problems affecting the world and finding solutions: amalgams never help..Both the conscious and unconscious are affected, so to just define intentions is not helping because this is blocking a neutral search of solutions.

AUSTRALIA HUMANISM under attack by the VOICE The common aspects and yet differences in Aboriginal Art have probably two main sources: a close association with Land and Culture AND differences in appreciations of Western lifestyle! A VOICE would deeply affect both Arts and lifestyle when linking Legislation with uniforming dialectics. Only propaganda and a gradual global orientation towards manufactured pseudo philosohies could allow this to happen!

THE VOICE appears to be an introduction, not a comclusion. Here follows a few lines out of the very extensive and detailed studies done by Marthe Lauverjon. They are about 'animist', more or less influenced populations, facing rural, social, legislative, economical and religious hurdles. Racial, religious, endoctrinating, academic, ideological, esoteric prejudices have masked the potential of an Australian Tradition, within Australia. If widening boderless concepts are helpful, roots of non partisan solutions can be based within adopted parameters. Visions from outsiders have more chances in being remote from passionate debates that alter a neutral pragmatism and the mutual respect required. What we can see as religious or Spiritual contents of Aboriginal, also called First Nation People, have been ignored. The aim is to bring further to light the importance of the topics mentioned here, so they get followed up in professional consultative ways, and made available and accessible to the Public. Arts, not just words, are to be associated with such a task, being careful not to overstate Western views. We are standing on an edge, either going towards Humanism or robitisation, the later being a science overtaking Humanism, and not taking into accounts the wider and detailed capacities of Nature, which is the earthen language of Universal Values (as demonstrated by DNA Science). A consistant non partisan approach can turn this work into an Australian anthology. The participants should actually aim at disappearing behind expressed realities on the ground. Without respect, interpreters and understanding, Elders cannot be heard: understanding requires exposure, not just on purely academic or political stands. Those ruling intend to be attached to their own values and logistics which is altogether necessary and a major hurdle in 'scientific' non partisan studies. In depths reports reduce drastically costly trials and errors associated with quickly pushing through Legislations set in concrete. Reminder: bridging is about having footings on both sides. Inspired by the Work of Marthe Lauverjon Anthropologist and Lawyer based in Africa.

AUSTRALIA As a consequence of a very long tradition, Aboriginal People have been relating to what can be described as Totemic associations. This has meant living at the closest possible to Nature, even in arid and deserted places as has been the case around Uluru. Some find hard to admit that extreme pragmatism encountered can promote high levels of Spirituality, and the Oneness, that cannot be denied, as it has been reflected in what has been analysed by truth seekers, academic and otherwise, since 1788. This has led to individual differentiations that can be linked to what some see as Astrology, present in some forms in just about every country. So differentiations there are, and no attempt appears to have been made by Aboriginal People to unify with common concepts and under one leader: all dialectics going in the directions of the Voice are freshly manufactured with a purpose of domination, and, de facto, contrary, to a Cultural flow These moves match others like Woke and have generated conflicts all over the World, directing attentions away from priorities AND damaging processes in facing important matters, such as pollution and social interactions. The larger emphasis given to sciences and technologies, and the invasion of what should be Humanism have largely contributed to widen gaps, and create new grounds for distortions. Top ruling has been trying to eradicate responsibilities on the ground, by sanctifying the industrial aspects that have caused the problems, which is just another contradiction.

Freud and Jung Looking at it from trends perspectives, there were disagreements between Jung and Freud, and some experts have decided to go one way or the other, when the choice, or the absence of choice, should be a matter for well informed personal orientations. To crush the hierarchy of needs of A Maslow indicates a rejection of Jung. Playing with genders indicates prioritising sexually related behaviours, which should not be interfered with by education and Politics. The conflict line appears to divide the world into two, as a possible representation of both sides of the brain: the Universal pattern rejected strikes back as a returning boomerang! Many realise and feel the dysfunctions around us, but as long as the cores of the problems are not investigated, ping pong games will go on around a table wirh a partition in the middle. The Newtonian approach has been promoting the growth of the Industrial World where linear trends have reached a peak, and the time has come for further considerations that are blocked by dialectics, the principles of which go back on time, and the toxic contents of which are not adapted to the présent. The repeated use of propaganda, at a tremendous cost, should be a clear indication that the Referendum would not go through following a standard process, and should not have been allowed to divide Australia, based on non partisan Psychology embracing a wider picture. For a non Aboriginal Citizen, to heartily embrace Aboriginal Culture can be highly detrimental to mental health! A middle path on the other hand can be beneficial to all, and a very rewarding challenge.

FROM MICRO TO MACRO The Education System has not given Traditional Aboriginal Cult the importance it deserves, and it is not surprising that no one can figure out the links between animist practices. It would require a lot of time, and effort, and finance to somehow systemise, rationalise these beliefs so they become accessible to the Western World, which is where production takes place. Some understanding and respect are necessary for interactions to take place. Are we saying that Aboriginal People have no Philosohy? They clearly consider, and have not ignored reasons for living, death, Soul continuity, oral exchanges and education, origins of things, classifications of beings and things, Spiritual levels of involvement relating to gender, age, Initiation, Totemic connections. The settlers have been modifying rules to adjust, and attributed trends that have changed with time, without acquiring the insights necessary to create a bridge with footings on both sides. All over Australia a common Spirit has been demonstrated based on different Climates, Country and languages: a major Western confusion has been taking place between pseudo Unity (the Voice) and ONENESS a common Spirit. As soon as Politics and Dialectics interfere with Religions and Spituality this becomes another game altogether: some 'Romantism' gets associated with a Culture based on harsh adjustments to local conditions. Common Oneness in Spirit is based on differences in 'Voices' as a consequence of a long tradition. The confusion we live in is about technical and scientific 'upgrades' that are dealing with what should be out of bonds! Corrupt expertise has been damaging common-sense exposing toxic gurus! As a consequence, A Maslow's Hierarchy of needs has been stepped upon, and the 'normal evolution' from Colonialism to Self-realisation or self-realisation, via Paternalism stopped: this has amplified the innerchild syndrome at global levels, increasing public outcries. .

If the Voice gets up then any Australian Government, before enacting any Bills or Laws, will have to consult "The Voice" before they can be presented to the Parliament. This will make "The Voice" a higher Authority than the Government. Think about that. It is really interesting, our national anthem was changed to say 'we are ONE'. If the voice gets up we will forever be TWO; Indigenous people (whatever that means) and the rest. This is typical of the socialist left which endeavors to cause division between people. This is typical 'identity politics' which is what they want which is to destroy 'western civilisation', the one thing which has been to the benefit of us all, including the minority groups which includes the 'First People'. Is it perfect, no, can it be improved, yes. But to destroy the basis of what has been created this is pure madness.

Kieth presents a sober case of aboriginal activism. The follow on from the failed referendum will be more activism that could culminate in violence. The solution is to challenge Mabo and other land rights claims, put the 'spiritual sovereignty' to the legal high court test and have all these issues discussed in the public place.

A NUCLEAR DIFFERENCE! We all know the huge impact of the atom and the role Nuclear science plays in global interactions! At a virtual level, there is a tiny gap between lUnity and Oneness: what mankind calls Unity is one thing, and Spirituali Oneness another, but ignorance and arrogance can do their ambitious own cocktail aiming at domination. An outsidet looking at Aboriginal Spirituality can easily deduct that obvious common Spiritual factors exist, not only in Australia but globally as well, so ambitious people would climb on the wagon et transfer the 'uniformity' of Oneness to Human Unity, IGNORING THE FACTS THAT A HIGH SPIRITUAL LEVEL IS REACHED WHEN ADAPTING TO THE PRESENT which requires environmental Awareness. We are looking at different attitudes, practices and VOICES being the base of one SPIRITUAL APPRECIATION! The Voice is a disastrous NUCLEAR MISCONCEPTION.!

For some one of his stature, with his words written on his paper, his delivery is woeful, which is a real pity because we need to broadcast these truths and sadly it was hard work to listen too. Prior to 1788 and still currently in remote areas, the largest political unit of Aboriginal people is the grandparents and their extended family. Tribes as such did not, and still do exist. There was no Aboriginal nation, no Aboriginal Government as we in mainstream Australia would understand them. I have lived and worked in Aboriginal communities from Central Australia to Cape Yorke and the picture Dobson and Masnsell paint is not the picture my old neighbors want. Alice Springs is awash with infighting between groups, children are running amok, alcohol ruining lives, and why, because people from the various language groups have disrespected the Mbantua (Alice Springs) native Title holders. Imagen if Albo created an Independent nation for Aboriginal people in say Cape Yorke. Who would live there, who would rule, who would get the jobs - if anyone other than Yalangi blood would flow. These east coast socialists have no idea the bloodletting that would occur if they set up a nation.
