Nope not against the goverment But sure was againts the system of his country. Literally goverment used his song "changes/peremen" under the new perestroika and (I don't remember now) to promote their policies. Most of his song mean something different but were used for political meanings so far. And yes he was anti-war. But maybe KGB didn't liked this at all.
