I also have seen changes in the restricted syllabus rules in Samba. In the olden days, Same Foot R Shadow Bota Fogos to Same Foot Travelling Voltas (both in Right Shadow Position) would have been prohibited at this bronze level, but I think this bit of "open work" in Bronze samba is acceptable now with those rule changes.

If I were in that competition - knowing that this is Restricted Bronze, my favorite routine would be....... Reverse Basic Movement (4 measures) Promenade Samba Walks (4 measures) Whisks to L and R (4 measures) Reverse Turn (4 measures) Reverse Basic Movement (4 measures) Bota Fogo in Closed Hold but Travelling (no Contra Bota Fogo in place) (4 measures) Repeat with Reverse Basic Movement to start routine again.

Video is messed up - weird. Far right corner of the floor, looks like only the top half of couples dancing. It's easy to see around 0:44-1:12. I thought I was getting a migraine for a second.
