Well i have been in a similar incident with bathroom above but the real problem was the plumbing boot on the roof. The boots normally seal the stack vent pipe but when crack water follow the pipe on a rainy day. Also i had roofers call me because the resident believes the new roof leaking but in this case it was a crack pipe on the 90° we cut it out and repair it. It all depends on the actual issue but be aware of all contractors period.

Don't buy a flipped house. The people who flip homes have the same mentality as used car lots pouring a no smoke product in a smoking engine. The minute you see that the house was flipped you should run.

Section 8 people do not know how to live life humans. Ive been remodeling homes, apts, etc etc fot the past 10 years and i can say without a Shadow of a doubt. If you just basix remodel(flooring,paint walls, kitchen sometimes, etc etc). It will all need to be replaced in the next 2-3 years. Sections 8 humans are monkeys with benefits. Also from my professional opinion. Black people on section 8 are the absolute worst kind of humans.

The 55-gallon electric water heater is a power pig. Sitting there unused, it uses power to maintain hot water that isn't needed. I bought a small cheap 6000 W instant water heater. Instant hot water, and good enough for my needs. They have more powerful ones; I'm easy to please. The big tank electric water heater uses electricity even when you're not using hot water, whereas the instant one only turns on when you're using it. I do not like my 55-gallon electric water heater; I prefer the instant one mainly because of the savings at the electric meter heating hot water very hot instantly only when I need it rather than simmering all the time to maintain 55 gallons of hot water when I only need a couple. Turning the electric heater off to save energy, I only need a couple of gallons of hot water, and I must heat 55 gal first. The 55-gallon tank runs out of hot water using its 4500-watt heating element. The instant hot water heater never runs out of hot water.

A gas tankless water heater needs 115v for the electronic ignition. A electric tankless water heater is normally 240 volts. Remember tankless does not mean instant hot water. If you want instant hot water then you will have to pay for the that recycle pump on top of the tankless water heater.
