It is in at the very least the anniversary edition! There will be a small camp outside of Dawnstar behind the Kajit Cravan. You can either buy the right to the reindeer, or run away with it lmao. However buying the deed makes it permanently yours, and it's a permanent mount, so it can't die.

@@GatesunderDawnstar has a few overlapping quest lines, but yes that's one. The other is the dark brotherhood that also eventually sends you to Dawnstar. And then the warewolf one sends you to Dawnstar. I suppose all roads lead to Dawnstar hahaha
