I'm guessing that they bought it USED off eBay and it had 4 other owners. It probably came off a ship that was sent to the scrapyards and the seller just created a new sticker for it and sold that 25 yr old raft as New!

The raft deployment is intended for vessel abandonment procedure- not a man overboard situation. Man overboard situations call for use of life ring (Type IV PFD), linegun, or dacon scoop (retrieval net) systems.

The canister did not activate due to extent of cord was long. if it is enough to hang from the ship side the end of painter will trigger the plunger to remove the canister pin then split of seconds the liferaft exactly inflates. still your effort allow me to push the button and say your YES to me.
