She did this speech since she knew that Culluh would perfectly understand the message. Having been on board Voyager before and seeing all the "unique technology" first hand, he knew he stood no chance against something he had no knowledge of at all. Janeway knew no Kazon Maje knew what her threat meant better than Culluh.

Anthony De Longis is one of best villain actors of all time. And he was simply perfect as Maje Culluh. Too bad he was dropped from the series after just two seasons, as he had huge potential to continue being the main villain of Voyager series, which he was for first two seasons. It was a huge mistake to lose such an amazing actor and very promising character so early. To me, the show never managed to recover from that mistake, as Culluh and the Kazon were replaced with the most stuck up and non imaginatery alien race - the Borg. Too bad.

It’s the highway or the Janeway. There is no middle ground.

I didn't like Janeway or Voyager very much at the time; and to be fair DS9 and TNG are still superior shows. But given all of the rot and filth that has poured out for modern tv shows the last 10+ years, I love Voyager and love Janeway now.
