Often when Rivers plays live, he always has distortion on, and turns his volume knob on his guitar down for clean parts. That's how he gets that great warm tone. At the beginning of the second verse, you can't hear his guitar, but then it suddenly clips in. I think that he turned his volume knob too low by mistake and then turned it back up.

I'll bet it was a great song, before it was compressed into a phone's memory and played to us over the phone's speaker into a mic. A bit of loss in fidelity and a bunch of other stuff along those lines.
