I have a friend that works in a county jail. One night we're on the phone and an inmate is yelling for help. I asked "shouldn't you go help him" he said "Nope, we pair predators with a good match and wait til the screaming stops to check it out". Thats in NY. My Uncle worked in a PA prison for over 40 years and said "we pair them based on crime and mail" I thought it was a joke, why mail.
